We will earnestly implement the requirements for deepening transportation foreign cooperation proposed at the conference, serve the high-quality joint construction of the "Belt and Road Initiative," promote high-level cooperation to drive high-level openness, practice global governance initiatives, and improve a diversified and resilient international transportation channel system. With a higher stance and more practical measures, we will promote the quality and efficiency of international transportation cooperation, providing strong support for a good start to the "15th Five-Year Plan."

　　A prominent feature of the "15th Five-Year Plan" period is that major country relations influence the international situation, which profoundly affects domestic development. During the "14th Five-Year Plan" period, transportation foreign cooperation was further deepened, with stable operation of China-Europe freight trains, more accessible "Silk Road Maritime" and Air Silk Road, and the opening of China-Europe Caspian Sea direct express, laying a solid foundation for the "15th Five-Year Plan" development and posing higher requirements. Promoting high-level international transportation cooperation is not only a necessary choice to serve the construction of a new development pattern but also an inherent duty for transportation to be the pioneer of China's modernization. We must actively integrate into national strategies, combine our development needs with the international competitive situation, strengthen strategic initiative, introduce more pragmatic new measures, promote global transportation cooperation, improve the international three-dimensional interconnection network layout, expand the "circle of friends" in international transportation cooperation, and achieve high-quality cooperation and win-win results.

　　Focus on interconnection and build a high-quality comprehensive three-dimensional transportation network for the "Belt and Road Initiative"

　　Since President Xi Jinping proposed the "Belt and Road Initiative," it has achieved fruitful results, becoming the most popular international public product and the largest international cooperation platform in the world today. It has also become a path of cooperation, opportunity, and prosperity for the joint development of participating countries. Looking to the future, we must closely follow the deployment of high-quality joint construction of the "Belt and Road Initiative" as suggested in the "Recommendations of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development," leading with the construction of an interconnected, global-oriented transportation network, and comprehensively deepen pragmatic transportation cooperation with participating countries. In terms of "hard connectivity," we will fully promote substantial breakthroughs in landmark major projects such as the China-Kyrgyzstan-Uzbekistan railway and accelerate the improvement of the three-dimensional interconnection network layout. In terms of "soft connectivity," we will actively negotiate or update multi-bilateral transportation cooperation documents, continuously deepen cooperation in international green shipping corridors, and systematically enhance the level of international transportation facilitation. In terms of "heart connectivity," we will coordinate the implementation of "small but beautiful" projects represented by technical assistance and capacity building in fields such as highways and maritime, continuously strengthen cultural exchanges and technical cooperation, and solidify the public opinion foundation for cooperation.

　　Adhering to open cooperation and mutual benefit is an inevitable requirement of Chinese-style modernization. Currently, China has built the world's largest high-speed railway network, highway network, world-class port group, and global aviation and maritime connectivity, becoming the economy with the highest maritime connectivity and the largest cargo trade volume globally. China-Europe freight trains and ocean-going cargo ships shuttle day and night, fully ensuring the stability of the global industrial chain and supply chain, reflecting China's responsibility. We will continue to deepen multi-bilateral transportation cooperation and build closer transportation partnership relationships. This year, we will host a series of major events such as the Global Sustainable Transportation Summit Forum, the 12th APEC Transportation Ministers' Meeting, the North Bund International Shipping Forum, and China Maritime Day, aiming to gather international consensus, create high-level exchange and cooperation platforms, and better benefit the people of all countries with sustainable transportation development achievements.

　　Practice global governance initiatives and actively participate in global transportation governance

　　President Xi Jinping proposed global governance initiatives at the "Shanghai Cooperation Organization+" meeting, providing fundamental guidance and action guidelines for our deep participation in global transportation governance. In 2025, China was re-elected as a Category A member of the International Maritime Organization with the highest votes, re-elected as a Category I member of the International Civil Aviation Organization, and a member of the Postal Operations Council of the Universal Postal Union, achieving positive results in participating in global transportation governance. Looking to the future, we will continue to actively promote the construction and reform of the global transportation governance system, firmly practice true multilateralism, play a more active role on multilateral platforms in the transportation field, deeply participate in the formulation of international transportation rules and standards, and contribute Chinese wisdom and strength to building a more fair, reasonable, and efficient global transportation governance system.

　　Enhance diversification and resilience, and improve the international transportation channel system

　　The "Recommendations of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development" clearly propose to improve a diversified and resilient international transportation channel system. In the opening year, we must focus on improving the global-oriented transportation network, maintaining the safety and smoothness of important international maritime channels, and ensuring the stability of the international logistics supply chain. Actively promote cooperation in Arctic route development. Deepen transportation cooperation with relevant countries and promote the integration of "Silk Road Maritime" port and shipping trade. Deeply advance the construction of the Caspian Sea international transportation corridor, promote the normalization of operations of international transportation channels such as China-Europe highway direct express and China-Mongolia-Russia, and continuously expand the road transportation interconnection network. Practice the development concept centered on people, strengthen overseas security guarantees and emergency coordination capabilities, and effectively safeguard the rights and interests of industry practitioners.
